Box 2009 NVIRONMWA gki
Stockton, California 95201j
" E: - Union Ice
425 North Union St.
Stockton, California 95205
Dear Ms. Meays,
This letter is written as a response to your comments which were conveyed in a letter from
your department dated October 7, 1992, regarding the "Re-excavation Work Plan and
Installation of Additional Monitoring Wells".dated August 28, 1992 and prepared by WHF
Environmental Consultants, Inc.,
WHF Environmental Consultants will notify.PHS/EHD at least 48 hours in advance of any
sampling activity at the site so that a PHS/EHD representative can inspect the sampling
events. WHF will collect sidewall samples aviritervals of at least every 20 linear feet in the '
excavation and two bottom samples will also be collected.
Confirmation samples of the excavation will-be, for the following constituents:
p •
TPH-gasoline, TPH-diesel,.BTXE, oil and grease, arsenic, barium-and silver.. The metals
analyses will be performed using extraction bydeionized water, instead.of citric acid.
The stockoile of soil removed from the=eXcavation wilrbb placed on and covered by
plastic, pending analytical results, treatment and/or disposal. One discrete sample will be
collected and analyzed from the stockpile for every 25 yards of excavated material.
Your letter expressed concern that the proposed monitoring wells would only provide
limited information regarding the boundaries of ground water contamination, since they
would not be close enough to documented soiVand ground water contamination. It should
be noted that there has never been ground water contamination documented for this site.
However, to address the concern of the distance between the wells and the contaminant
sources, we propose that the well in the vicinity of Tank #4 be moved closer to the former
location of the tank and be collared a distanceof approximately fifty feet from it. Also,
the second well, which was proposed to the Edst across Union Street, will be moved
