Box 2009 • (1641 East Hazelton Avenue) • Stockton, California 95201 <br /> c°trFo'R�': <br /> (209) 468-3400 <br /> MIKE MCNULTY <br /> UNION ICE LIMITED <br /> P O BOX 108 ' <br /> STOCKTON CA 95201 1 1991 <br /> RE: Union Ice SITE CODE: 241434 <br /> 425 North Union <br /> Stockton CA 95205 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br /> has completed review of the "Re-excavation Work PIan and Installation of Additional <br /> Monitoring Wells" dated August 28, 1992 and prepared by WHF Environmental. <br /> PHS/EHD has the following comments for your consideration. <br /> The work plan proposed re-excavation of approximately 425 cubic yards of contaminated <br /> soil documented associated with the 250 gallon waste oil tank. The work plan did not <br /> specify the number of confirmation soil samples which would be collected and analyzed. <br /> PHS/EHD requests that sidewall samples be collected at least every 20 linear feet and <br /> that two bottom samples be collected. PHS/EHD inspections of sampling events are an <br /> important aspect of local regulatory oversight; please provide PHS/EHD at least 48 hours <br /> notice prior to any sampling activity. <br /> PHS/EHD requests that confirmation samples undergo analysis for the following <br /> constituents: TPH-gasoline, TPH-diesel, BTXE, oil and grease, arsenic, barium and <br /> silver. Additional metal analysis is requested because STLC concentrations previously <br /> detected, using acid extraction, may pose a threat to groundwater. Please perform WET <br /> analysis using deionized water for extraction, instead of acid. The results of these <br /> analysis will be used to evaluate the threat to groundwater which residual contamination, <br /> if any, may pose. <br /> The resultant stockpile, of removed contaminated soil, should be placed on and covered <br /> by plastic pending analytical results, treatment and/or disposal. The stockpile is proposed <br /> to be sampled for characterization and may be used for backfill. PHS/EHD requests that <br /> a minimum of one discrete sample be collected and analyzed every 25 cubic yards. <br /> A Division of Sat Joaquin County Health raze Semces �� <br />
