FARR ASSOCIATES
3.0 PROPOSED SCOPE OF WORK
Prior to sampling, a survey of the unlabeled drum contents will be completed to assess whether
the drums contain soil, water or other material. A portable HNu photo-ionization detector (PID)
will be used to field screen for volatile organic carbons (VOCs) in the drums. The contents of
each drum will be confirmed, and each drum will be relabeled if necessary. Once the contents of
the drums are known, the drums will be sampled appropriately.
The soil and groundwater samples will be analyzed for total petroleum hydrocarbons as gasoline
(TAH-g by EPA Method 5030), TPH as oil and diesel (TPH-o and TPH-d by EPA Method
3550/3510), total lead (by EPA Method 7420), and benzene, toluene, ethylbenzene and xylenes
(BTEX by EPA Method 8020). The selection of analytes and analytical methods is based on the
results of historical site soil and groundwater investigation sampling.
3.1 Sampling of Drummed Material
3.1.1 Water Samples
Thirteen drums are believed to contain purge water and decon water from previous site
investigations. The water from the 8 drums believed to contain rainwater will be combined into
two to three drums. Representative water samples will be collected from each drum using a
disposable bailer. The water will be placed in clean 40 milliliter vials and 1 liter amber jars. The
jars will then be sealed, labeled and immediately placed in a chilled cooler for transportation to a
laboratory. Proper chain-of-custody procedures will be followed during sample collection and
delivery to the laboratory.
At the tab, unless otherwise specified, samples from the two drums containing groundwater will
be composited. The samples from the drums with suspected rainwater will be composited, as will
the samples from drums containing suspected decon water. The 3 composited samples will then
be analyzed for TPH-g, TPH-o and TPH-d, BTEX, and total lead. If the composite samples yield
concentrations exceeding the City of Stockton Municipal Utility District acceptable levels for
disposal to the municipal sewer system, then the individual samples used in the composite sample
will be analyzed to determine which drum(s) exceed acceptable concentrations. Samples collected
from drums that yielded high HNu readings during field screening will be analyzed individually.
Costs for the additional sampling are not included in this work plan.
3.1.2 Soil Samples
Twenty-five drums are believed to contain soil. Drums that contain both soil and water will have
the water removed (if possible) and placed in an empty drum. The water will be analyzed as
described above. Twelve of the soil containing drums will be selected randomly. Soil samples
will be collected from each drum. The soil will be placed in clean 4 ounce wide mouth glass jars.
2
unionicelproposal.doc
