ITEM: 11 <br /> SUBJECT: Stockton Cogeneration Company(SCC), San Joaquin County- <br /> Consideration of Resolution amending NPDES Perin it <br /> DISCUSSION: The Regional Board proposes to adopt a resolution amending SCC's <br /> NPDES Permit. <br /> SCC owns a 49.9 megawatt net sales (nominal 60 megawatt gross output) <br /> cogeneration plant in Stockton. The operator of the facility is Air <br /> Products Manufacturing Corporation. The facility is a coal and <br /> petroleum coke fired circulating fluidized bed steam electric cogeneration <br /> plant that generates steam and electric power. <br /> The Discharger generates dechlorinated cooling tower blowdown <br /> together with other internal low volume wastes that are discharged from <br /> Outfall 001 to North Littlejohns Creek. All other sanitary and process <br /> wastewater generated by this facility is discharged to the City of Stockton <br /> Municipal Utilities System and is not covered by the NPDES permit. <br /> A tentative resolution was distributed to the Discharger and interested <br /> parties on 13 September 2002. The tentative resolution being considered <br /> amends SCC's NPDES permit in order to extend the compliance <br /> schedules one year for meeting the receiving water limitations for <br /> dissolved oxygen and temperature, Receiving Water Limitations E.1 and <br /> E.8, respectively. The new compliance date will be 1 November 2003. <br /> RECOMMENDATION: Adopt the proposed resolution <br /> Mgmt.
