STAFF REPORT <br /> STOCKTON COGENERATION COMPANY <br /> PROPOSED AMENDMENT OF REVISED WASTE DISCHARGE REQUIREMENTS <br /> ORDER NO. 5-01-119 <br /> SAN JOAQUIN COUNTY <br /> This report provides a summary of information for the consideration of the amendment of <br /> Revised Waste Discharge Requirements, Order No. 5-01-119, for the Stockton Cogeneration <br /> Company (SCC), San Joaquin County. <br /> Facility Description <br /> SCC owns a 49.9 megawatt net sales (nominal 60 megawatt gross output) cogeneration plant in <br /> Stockton. The operator of the facility is Air Products Manufacturing Corporation. The facility is <br /> a coal and petroleum coke fired circulating fluidized bed steam electric cogeneration plant that <br /> generates steam and electric power. The steam and some of the electricity are supplied to the <br /> neighboring Corn Products Corporation facility, and the remaining electricity produced is sold to <br /> Pacific Gas and Electric Company. <br /> The Discharger generates dechlorinated cooling tower blowdown together with other internal <br /> low volume wastes that are discharged from Outfall 001 to North Littlejohns Creek. All other <br /> sanitary and process wastewater generated by this facility is discharged to the City of Stockton <br /> Municipal Utilities System and is not covered by the NPDES permit. <br /> Proposed Changes <br /> Dissolved Oxygen—Waste Discharge Requirements Order No. 95-148, the previous permit <br /> issued for this facility, contained a receiving water limitation requiring the discharge not cause <br /> receiving water dissolved oxygen to fall below 5.0 mg/1. The Regional Board determined in <br /> Order No. 5-01-119, thai the Sacramento-San Joaquin Delta beneficial use of cold freshwater <br /> habitat applies to this stream segment, based on the application of the tributary rule. Therefore, <br /> Receiving Water Limitation E.1 requires compliance with the dissolved oxygen Basin Plan water <br /> quality objective of 7.0 mg/l as a final receiving water limitation. A time schedule for meeting <br /> the receiving water limitation is provided in Order No. 5-01-119, with compliance by 1 <br /> November 2002. The Order also includes an interim receiving water limitation of 5.0 mg/1. <br /> Ambient Tem erp ature—Order No. 95-148 provided for a mixing zone for compliance with the <br /> Basin Plan water quality objective for temperature. The mixing zone extended throughout the <br /> entire length of North Littlejohns Creek to the confluence with French Camp Slough,which is <br /> approximately 1.5 miles downstream of the outfall. The Regional Board determined in Order <br /> No. 5-01-119, that due to minimal dilution, a mixing zone for compliance with the temperature <br /> water quality objective was not appropriate. Effective 1 November 2002, Receiving Water <br /> Limitation E.8 requires that the discharge shall not cause the ambient temperature to increase <br />
