CENTRAL VALLEY REGIONAL WATER QUALITY ANTROL BOARD
INSPECTION REPORT
28 December 2000
DISCHARGER: Stockton Cogeneration Facility
LOCATION & COUNTY: 1010 Zephyr Street, Stockton, CA 95206
CONTACT(S): Mr. Thomas J. Heller, Plant Manager
Mr. Kevin W. Kellie, Safety&Environmental Coordinator
INSPECTION DATE: 15 December 2000 1000— 1230 hrs
INSPECTED BY: Robert Fagerness and Mark Gowdy(Regional Board)
ACCOMPANIED BY: Kevin Kellie, Stockton Cogeneration Facility
E.J. Koford, CH2M Hill (Consultant for Stockton Co-Generation Co.)
OBSERVATIONS AND COMMENTS:
On 15 December 2000 Mark Gowdy and I met with Mr. Kevin Kellie, Safety and Environmental
Coordinator of the Stockton Cogeneration Facility and Mr. E.J. Koford of CH2M Hill. The inspection
was intended to review plant operations and determine if the facility was in compliance with NPDES
permit No. CA0081965, WDR Order No. 95-148. At the time of the inspection, the facility was
operational and discharge was occurring to North ittlejohns Creek.
Prior to the inspection, we met with Mr. Kelly and Mr. Koford to discuss if the facility has any internal
waste stream processes that may need to be considered as part of the NPDES permit renewal process.
The inspection involved walking through the facility, and observing mechanical and chemical operation
processes. No obvious violations of Order 95-148 were observed at the time of the inspection.
We observed the receiving waters and discharge outfall into North Littlejohns Creek. The discharge
appeared clear with no visible nuisances apparent. Crawdads were observed within the receiving water
near the outfall.
SUMMARY:
The facility appears to be well operated and maintained. No obvious violations were noted during the
inspection.
Approved: ROBERT S. FAGERNESS, PE
Associate Water Resources Control Engineer
