Koford, CH2M Hill (Consultant for Stockton Co-Generation Co.) <br /> OBSERVATIONS AND COMMENTS: <br /> On 15 December 2000 Mark Gowdy and I met with Mr. Kevin Kellie, Safety and Environmental <br /> Coordinator of the Stockton Cogeneration Facility and Mr. E.J. Koford of CH2M Hill. The inspection <br /> was intended to review plant operations and determine if the facility was in compliance with NPDES <br /> permit No. CA0081965, WDR Order No. 95-148. At the time of the inspection, the facility was <br /> operational and discharge was occurring to North ittlejohns Creek. <br /> Prior to the inspection, we met with Mr. Kelly and Mr. Koford to discuss if the facility has any internal <br /> waste stream processes that may need to be considered as part of the NPDES permit renewal process. <br /> The inspection involved walking through the facility, and observing mechanical and chemical operation <br /> processes. No obvious violations of Order 95-148 were observed at the time of the inspection. <br /> We observed the receiving waters and discharge outfall into North Littlejohns Creek. The discharge <br /> appeared clear with no visible nuisances apparent. Crawdads were observed within the receiving water <br /> near the outfall. <br /> SUMMARY: <br /> The facility appears to be well operated and maintained.
