CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 85-120 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF RIPON <br /> INDUSTRIAL AND DOMESTIC WASTEWATER TREATMENT PLANT <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central <br /> Valley Region, (hereafter Board) finds that: <br /> 1. The City of Ripon, Industrial and Domestic Wastewater <br /> Treatment Plant, (hereafter Discharger) submitted a Report <br /> of Waste Discharge, dated 18 July 1984. <br /> 2. The Board, on 25 January 1974, adopted Order No. 74-138, <br /> (NPDES No. CA0004499) which prescribed requirements for a <br /> discharge from industrial wastewater treatment ponds into <br /> the Stanislaus River, a water of the United States, and a <br /> discharge of domestic wastewater into oxidation ponds with <br /> ultimate disposal to evaporation/percolation ponds. <br /> 3. Present waste discharge requirements established by Order <br /> No. 74-138, (NPDES No. CA0004499) are neither adequate nor <br /> consistent with plans and policies of the Board. <br /> 4. The Discharger is proposing to increase the domestic flow <br /> from 0. 332 mgd to 0.499 mgd. The disposal of sewage will be <br /> through evaporation/percolation ponds. <br /> 5. In order to adequately treat and dispose of the increased <br /> domestic wastewater volume, the Discharger plans to <br /> construct and operate additional domestic wastewater ponds <br /> on City owned lands. <br /> 6. The Discharger also proposes to use industrial wastewater <br /> for surface irrigation of 18.6 acres of pasture area owned <br /> by the City. <br /> 7. The Discharger has not discharged to the Stanislaus River <br /> since June 1975 and does not have future plans to do so. <br /> Consequently, the Discharger requests rescission of the <br /> NPDES permit. <br />
