• <br /> WASTE DISCHARGE REQUIREMENTS -2- <br /> CITY OF RIPON <br /> INDUSTRIAL AND DOMESTIC <br /> WASTEWATER TREATMENT PLANT <br /> SAN JOAQUIN COUNTY <br /> 8. The industrial and domestic wastewater treatment plant is in <br /> Section 30, T25, R8E, MDB&M, with surface water drainage to <br /> the Stanislaus River. <br /> 9. Samples of industrial wastewater collected by the Regional <br /> Board staff contained methylerre chloride and other volatile <br /> organic compounds. Sufficient information is not yet <br /> available to determine whether limitations on volatile <br /> organics should be established. <br /> 10. The beneficial uses of the Stanislaus River are municipal , <br /> Industrial , and agricultural supply; recreation; esthetic <br /> enjoyment; navigation; ground water recharge; fresh water <br /> replenishment; and preservation and enhancement of fish, <br /> wildlife and other aquatic resources. <br /> 11. The beneficial uses of the ground water are municipal , <br /> industrial , and agricultural supply. <br /> 12. The Board, on 25 July 1975, adopted a Water Quality Control <br /> Plan for the San Joaquin River Basin (5C) which contains <br /> water quality objectives for all waters of the Basin. These <br /> requirements are consistent with that Plan. <br /> 13. The Board has reviewed the Negative Declaration and <br /> compliance with these waste discharge requirements will <br /> mitigate or avoid the significant impacts on water quality. <br /> 14. The Board has notified the Discharger and interested <br /> agencies and persons of its intent to prescribe waste <br /> discharge requirements for this discharge. <br /> 15. The Board, in a public meeting, heard and considered all <br /> comments pertaining to the discharge. <br /> IT IS HEREBY ORDERED that Order No. 74-138 (NPOES No. CA0004499) <br /> be rescinded and the Discharger, in order to meet the provisions <br /> contained in Division 7 of the California Water Code and regu- <br /> lations adopted thereunder, shall comply with the following: <br /> A. Discharge Prohibitions: <br /> 1. The direct discharge of wastes to surface waters or <br /> surface water drainage courses is prohibited. <br /> 2. The by-pass or overflow of untreated or partially <br /> treated waste is prohibited. <br />
