' Z1 INC
Task 2 5 Stockpiling of Contaminated Soil
' The hydrocarbon contaminated soil that is removed from the subsurface will beP laced on
' a soil remediation pad that will be located on the Hi Hopes property approximately 100 feet
south of the proposed excavation (Exhibit 4) The soil remediation pad will consist of 6 mil
' thick visqueen plastic sheeting with a 4 to 6 inch thick base of clean sand placed on top of
it The pad will likely be 40 feet by 100 feet in size A berm approximately 6 to 12 inches
' in height will be placed around the pad to prevent unauthorized storm water runoff The
hydrocarbon contaminated soil will be placed on the remediation pad in lifts approximately
' 6 inches thick and covered daily to prevent unauthorized volatile organic compound
emissions release
It is estimated that approximately 1,500 cubic yards or more of hydrocarbon contaminated
' soil will be initially placed on the remediation pad The hydrocarbon contaminated soil
placed on the remediation pad will be sampled for baseline hydrocarbon contamination
concentrations at the rate of one sample for every 150 cubic yards of soil and analyzed for
total petroleum hydrocarbon as gasoline fuel using USEPA Test Method 8015 (modified)
' and for BTEX using USEPA Test Method 8020 if deemed necessary by PHSEHD, two of
the soil samples will be analyzed for soluble or leachable lead content
' The soil samples will be transported under chain of custody documentation and analyzed
by a California licensed analytical laboratory After receipt of soil sample analytical results
' a determination will be made as to the rate and volume of uncontrolled emissions from
aeration of the hydrocarbon contaminated soil on the remediation pad that will be allowed
from the San Joaquin Valley Unified Aar Pollution Control District (Air District) Remedial
action will be conducted in compliance with Air District 4651 and/or other applicable
' regulations for volatile organic compound emissions for decontamination of soil A plan
of soil remediation will be submitted to PHSEHD and the Air District Rule for approval
1
•
08220010 005 11
