' MUM INC I 1.0 INTRODUCTION This workplan is designed to conduct a vadose zone site assessment investigation and characterization of hydrocarbon contaminated soil at the property owned by Hi Hopes Venture (Hi Hopes) and located at 1500 East Vine Street, Lodi, California (Exhibit 1) Hi ' Hopes purchased the property from Mr John Kahn during 1988 The property has been a farm and ranch property for a period of over 80 years The property has recently been ' annexed into the City of Lodi The property is currently for sale and has had at least one Phase I Environmental Site Assessment conducted by potential buyers to date The Hi Hopes Venture property is comprised of the following structures a garage, a two- story maintenance building, a wood barn, a pumphouse and several wood sheds (Exhibit 2) In addition, a two-story residence is present on the property Exhibit 3 is an aerial photograph of the property that was taken in 1992 Two underground storage tanks were located on the property (Exhibit 4) Both of the tanks were classified as "agriculture related" and consequently were not under requirements to be registered with either the County of San Joaquin or the state of California Because of the tanks not being required to be registered, no environmental agency regulatory oversight ' was present during the tank removal The tanks were removed on July 8, 1996 under Lodi City Eire Department approval by Thorpe Oil Company, Lodi, California Tank 1 was determined to be a 750 gallon gasoline underground storage tank (UST) and located on the east side of the garage (Exhibit 4) Tank 2 was determined to be a 550 gallon fuel oil UST and located in the yard area and furnished fuel to an oil burning heater ' located in the basement of the house (Exhibit 4) The two tanks were removed from the ' property under a hazardous waste manifest by Thorpe Oil Company and destroyed I ' 08220010 005 1 1
