' MUM INC <br /> I <br /> 1.0 INTRODUCTION <br /> This workplan is designed to conduct a vadose zone site assessment investigation and <br /> characterization of hydrocarbon contaminated soil at the property owned by Hi Hopes <br /> Venture (Hi Hopes) and located at 1500 East Vine Street, Lodi, California (Exhibit 1) Hi <br /> ' Hopes purchased the property from Mr John Kahn during 1988 The property has been a <br /> farm and ranch property for a period of over 80 years The property has recently been <br /> ' annexed into the City of Lodi The property is currently for sale and has had at least one <br /> Phase I Environmental Site Assessment conducted by potential buyers to date <br /> The Hi Hopes Venture property is comprised of the following structures a garage, a two- <br /> story maintenance building, a wood barn, a pumphouse and several wood sheds (Exhibit <br /> 2) In addition, a two-story residence is present on the property Exhibit 3 is an aerial <br /> photograph of the property that was taken in 1992 <br /> Two underground storage tanks were located on the property (Exhibit 4) Both of the tanks <br /> were classified as "agriculture related" and consequently were not under requirements to <br /> be registered with either the County of San Joaquin or the state of California Because of <br /> the tanks not being required to be registered, no environmental agency regulatory oversight <br /> ' was present during the tank removal The tanks were removed on July 8, 1996 under Lodi <br /> City Eire Department approval by Thorpe Oil Company, Lodi, California <br /> Tank 1 was determined to be a 750 gallon gasoline underground storage tank (UST) and <br /> located on the east side of the garage (Exhibit 4) Tank 2 was determined to be a 550 <br /> gallon fuel oil UST and located in the yard area and furnished fuel to an oil burning heater <br /> ' located in the basement of the house (Exhibit 4) The two tanks were removed from the <br /> ' property under a hazardous waste manifest by Thorpe Oil Company and destroyed <br /> I <br /> ' 08220010 005 1 <br /> 1 <br />
