BROWN AND
C A L D W E L L
December 4, 1996
Ms. Polly Lowry
Associate Engineering Geologist
California Regional Water Quality
Control Board - Central Valley Region
3443 Routier Road, Suite A
Sacramento, California 95827-3098 11-2092-13
Subject: Work Plan for Installation of Additional Groundwater Monitoring Wells
Dear Ms. Lowry:
Brown and Caldwell is please to submit, for your review and approval, this work plan for the
installation of additional groundwater monitoring wells in the vicinity of Georgia-Pacific
Corporation's (GP's) former chemical packaging plant, located at 75 W. Valpico Road in
Tracy California (Site). This work plan is being submitted in response to your letter to
Ms. Julie Raining of GP dated October 4, 1996, and our telephone conversation dated
November 20, 1996.
GP and Brown and Caldwell propose to install four additional groundwater monitoring wells
at the approximate locations identified on the attached figure. The actual location of the off-
site, downgradient well is subject to City and land owner approval. Soil boring and well
construction, development, and sampling procedures to be followed during this investigation
are included as Attachment A. Briefly, borings will be drilled using a hollow stem auger
drilling rig to approximately 15 feet below the encountered groundwater surface. One on-site
boring will be continuously cored for lithologic determination and to aid in the future analysis
of potential remedial options. For the remaining three soil boring, one soil sample will be
collected every five feet for logging purposes. Soil samples will be screened for the presence
of volatile organic compound vapors using a photo-ionization detector. In addition, one soil
sample collected from the capillary fringe of each boring will be submitted to an analytical
laboratory for chemical analysis.
Following completion of the drilling and sampling procedures each soil boring will be
completed as a groundwater monitoring well. Monitoring wells will be constructed with
approximately 25 feet of slotted casing, 15 feet below the existing groundwater table and 10
feet above. The proposed screen length will better accommodate the fluctuating groundwater
levels typically encountered in the Tracy area. The well annulus will be sealed with cement-
bentonite grout and allowed to cure for a minimum of 24 hours prior to development.
