In addition, based on past monitoring by both <br /> Musco and Regional Water Board staff, chloride and iron have also been detected in the <br /> wastewater at concentrations in excess of recommended levels to prevent reduction of crop yield. <br /> The presence of beta- and gamma-hexachlorocyclohexane (benzene hexachloride or BHC) in the <br /> reservoir is of some concern, as these two constituents are persistent organochlorine pesticides. <br /> The lack of tailwater flow measurement for fields with gravity-returned flows violates Monitoring <br /> and Reporting Program No. R5-2002-0148, which requires that tailwater return flows be metered <br /> by 1 October 2002. Lack of information regarding tailwater generation also poses difficulties in <br /> planning for water management and precludes preparation of an accurate and useful water <br /> balance for the land application areas and reservoir. <br /> The erosional rills and turbid tailwater in Field 55-West indicated inadequate erosion prevention <br /> measures and violation of the following requirement contained in WDRs Order No. R5-2002-0148: <br /> • Land Application Area Specification D.14, which requires that "[d]ischarges to the land <br /> application area shall be managed to minimize both erosion and runofffrom the land application <br /> area." <br /> As described above, mudboxes/sumps in fields with gravity-returned tailwater flows have outlets <br /> placed approximately three feet above the bottom of the sump, resulting in standing water.
