The <br /> workplan describes plans to install three groundwater monitoring wells near the 84 million gallon <br /> storage pond (84-Mgal Pond). Kleinfelder has prepared the workplan and requested an expedited review <br /> to allow installation of the groundwater monitoring wells prior to wastewater being stored in the pond <br /> under construction. <br /> I have the following comments on the workplan: <br /> • The discussion of previous investigations presented in Sections 2.2 and 2.3 references geotechnical <br /> investigation borings; the boring locations are not presented on the workplan figures and the <br /> geotechnical report was not submitted to the Regional Board. As a result, much of the information <br /> presented in these sections is not useful. <br /> • Section 3.2 and Plate No. 3 present the proposed well locations. It is noted that additional wells may <br /> be required to adequately monitor groundwater in the area of the 84-Mgal Pond. Specifically, the <br /> proposed well located north of the 84-Mgal Pond may be cross-gradient to the pond if shallow <br /> groundwater,which mimics surface topography, exists in the area. <br /> • Section 3.2 states, "If a local benchmark is not available near the site, the wells will be surveyed <br /> relative to an onsite, assumed benchmark with an assigned elevation." The well elevations must be <br /> tied to the existing network of wells so that groundwater flow direction can be evaluated. Please <br /> address the issue of consistent relative elevations for all groundwater monitoring wells on the site. <br /> • The laboratory analysis section does not contain information on the filter pore size or filter methods. <br /> Please provide information on the filter equipment, filter pore size, and filter procedures for both the <br /> field filtering and the lab filtering. Filtering some of the samples is not appropriate depending on the <br /> analyte. See the discussion presented below.
