The report was submitted to the Regional Board on <br /> 8 July 2002 in response to Requirement No. 14 of the revised California Water Code Section 13308 <br /> Time Schedule Order No. R5-2002-0014-ROI, which required evaluation of Well MW-9 to determine if <br /> the well could be used consistently as a groundwater monitoring point. I have the following comments <br /> on the report: <br /> • The report failed to describe the present condition of the well. There was no discussion of a depth to <br /> groundwater measurement as part of the evaluation. Well MW-9 reportedly dewatered during the <br /> well development and had not recovered by the time the well was sampled on 5 April 2002. Field <br /> measurements should have been made to determine whether the well eventually recovered or not. <br /> • It is understood that groundwater elevations fluctuate over time,however, the well was installed <br /> recently and the report does not evaluate the potential groundwater elevation fluctuation in other site <br /> wells. <br /> • Use of the other site monitoring wells described in the report as surrogate monitoring wells is not <br /> acceptable because they are too far away. <br /> As submitted, the report is incomplete, and therefore I conclude the well cannot be used consistently as a <br /> groundwater monitoring point. Musco Olive Products shall submit a workplan and schedule for <br /> installation of a replacement well by 9 August 2002. The workplan shall be consistent with the attached <br /> guidance document.
