S0 JOA U 1 Environmental Health Department <br /> u ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> YOUNG'S ACE HARDWARE 1 18960 N HWY 88 , LOCKEFORD January 15, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> OBSERVATIONS: <br /> 1. The waste listed below was observed in the facility's warehouse, a shed on the south side of the facility that is <br /> shared with the Young's grocery store.According to Rindy Crawford, store manager,the items listed below are no <br /> longer saleable. Rindy stated she believed this waste has been in the warehouse since 2013 and will be disposed <br /> of at the landfill located on Harney Lane. <br /> -Two 124-fl.oz. pails of Mason's Select Transparent Acrylic Concrete Stain <br /> -A 1-gallon container of Zinsser Sure Grip Activator For Pre-Pasted Wallpaper <br /> -Two 25 Ib. bags of Polyblend Sanded Grout <br /> -A container of Minwax stain <br /> 2. Dusty aerosol cans and other chemical containers were observed in the facility's warehouse next to a red parts <br /> washer.According to Rindy,the aerosols, chemical containers, and parts washer belonged to one of the owner's of <br /> the facility who was storing these items in the warehouse. It was unclear how long these items had been stored in <br /> the warehouse. <br /> 3.According to Rindy,the facility sends items back to the Ace Hardware Distribution Center located at 3305 <br /> Industrial Ave. in Rocklin, CA.The items sent back can include unsaleable items, such as items that are broken, <br /> damaged, and leaking.According to the inspection conducted on 10/20/2014,the facility also sends back recalled <br /> items to the distribution center. <br /> 4.According to Rindy, after paint is mixed and dispensed to sell to customers, the residual colorant for the paint <br /> that is left over in the containers is left to dry in the containers before being disposed of into the trash.These <br /> containers of residual colorant were observed next to the automatic colorant dispenser at the time of inspection. <br /> 5.According to Rindy, colorant for the paint is cleaned out of the facility's automatic colorant dispenser's pipes and <br /> placed into a container of absorbent.According to Rindy the contaminated absorbent is either disposed of in the <br /> trash or taken to the landfill on Harney Lane.Also, a pail of colorant labeled"Purge Can"was observed nearby, <br /> which Rindy stated the colorant in this pail was going to be placed in absorbent prior to disposal. <br /> 6.According to Rindy, colorant and paint spills in the store are cleaned using water and paper towels,which are <br /> then left to dry before being disposed of into the trash. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste <br /> as specified in Title 22 California Code of Regulations(CCR). There are wastes that are listed as hazardous <br /> wastes. There are wastes that exhibit one or more of the hazardous waste characteristics:toxic, corrosive, reactive <br /> or ignitable. <br /> CORRECTIVE ACTION: <br /> 1. Immediately stop disposing of potentially hazardous waste to the trash and to the landfill on Harney Lane. <br /> 2. Immediately stop sending broken, damaged, leaking, and recalled items back to the distribution center. <br /> 3.
