L. L.r± <br /> f <br /> Page 3 <br /> On January 18, 1999, carbon dioxide, sublimated from 300 lbs. of dry ice, was introduced <br /> into the tank to displace potentially explosive vapors. Under the supervision of the <br /> ' County of San Joaquin Environmental Health Division, represented by Inspector Steve <br /> Sasson, an LEL and oxygen reading was taken by a Bowen Construction-Engineering <br /> technician,using a Gas Tech 1214 SMPM combustible gas/oxygen detector to determine <br /> levels were sufficiently low for UST removal. <br /> After approval from the County of San Joaquin Environmental Health Division <br /> representative, Steve Sasson to remove tank on January 18, 1999, said tank was removed <br /> from the site with the use of an 45 ton crane. Tank LEL levels were below 2% and <br /> Oxygen levels were below 5%. <br /> '" After examination of the exterior of tank, by Bowen Construction-Engineering <br /> technicians and representative from the County of San Joaquin Environmental Health <br /> Division, it was noted that there were no apparent cracks, holes or other signs of breaches <br /> on the tank. <br /> L. Tank was transported off-site by Ecology Control Industries, a licensed hazardous waste <br /> hauler(US EPA No. CAD982030173) as non-RCRA Hazardous Waste Solid, under <br /> Uniform Hazardous Waste Manifest, Document Number 9845488, Generator number, US <br /> EPA ID number CAD982417321 (See Appendix B)to Erickson, Incorporated, a <br /> California designated disposal, storage and treatment facility located on 255 Fulton <br /> Street, Richmond, California, (EPA No. CAD009466392). <br /> Subsequent tank pit and soil spoils sampling were conducted in accordance with the <br /> ' California Regional Water Quality Control Board "Regional Board Staff <br /> recommendations for Preliminary Evaluation and Investigation of Underground Tank <br /> Sites",by a third party. Third party sampling was conducted by Gribi &Associates, <br /> senior geologist, James Gribi and was done under the direction of Steve Sasson,the <br /> +- representative from the County of San Joaquin Environmental Health Division. Said soil <br /> sample locations were determined by the representative from the County of San Joaquin <br /> Environmental Health Division. <br />
