Box 100
Sacramento CA 95812-0100 CUF Claim #8294
Subject: 424 Van Buren N, Stockton, CA
Preliminary Five-Year Review Recommendations December 2014
The San Joaquin County Environmental Health Department (EHD) has reviewed the draft
Review Summary Report — Additional Work, Preliminary Review (Preliminary RSR), dated 11
December 2014 from Kirk Larson of the State Water Quality Control Board (SWQCB) Cleanup
Fund (CUF) for the above-referenced site. In Preliminary RSR, the CUF recommends that the
EHD direct the responsible party to define the downgradient extent of impacted groundwater
and to implement an effective soil and groundwater treatment technology to achieve Policy
guidelines in a timely manner.
As you may be aware, the City of Stockton (COS) has been going through a period of economic
difficulty that has sharply reduced the amount of work performed on their contaminated sites,
the subject site included. The EHD has recently met with representatives of the COS to plan a
path to case closure. The COS is in the process of preparing the City's budget for the 2015-16
fiscal year and the COS agencies responsible for environmental concerns will submit budget
requests to address the environmental issues on this and other sites, in the meantime, the COS
will try to have the work plan prepared for this site. The EHD concurs with the CUF
recommendation for the plume delineation and will direct remediation if found to be appropriate
once the current site status has been characterized.
Questions and/or comments should be directed to Angelica Sandoval Marin at (209) 468-2807
or to Nuel Henderson at (209) 468-3436.
Sincerely,
l'
Angelica S.
