Readwell&Rollo
22 December 2003 'U4>, II!11Y7771111
Project: 2597.10
DED 2 6 Z003
Jeffery Wong ENVIRONMENT HEALTH
San Joaquin County Environmental Division PERMIT/SERVICES
304 East Weber Street, Third Floor
Stockton, California 95202
Subject: Investigation Workplan
424 North Van Buren Street (Chase West, Area 16)
Stockton, California
Dear Mr. Wong:
This workplan describes the well destruction proposed for 424 North Van Buren Street (Figure
1). Treadwell & Rollo has been retained by the City of Stockton to coordinate the environmental
issues at this site and three other sites within the North Shore Banner Island project currently
being supervised by the San Joaquin County Environmental Health Department (SJCEHD) in the
underground storage tank program. The other three sites are:
1. 420 North Madison Street (Carando)
2. 423 North Madison Street (Chase East)
3. 404 West Fremont Street (Crystal Creamery),
Treadwell & Rollo and City of Stockton representatives met with you and Margaret Lagorio on 5
December 2003 and discussed the planned Banner Island Northshore redevelopment and how it
will impact these four sites.
BACKGROUND
This site was originally developed in the early 1900s and re-developed sometime after the mid
1960s for use as an auto dealership. Currently the site has several buildings which are vacant.
Areas between buildings are mostly unpaved, but there are areas of pavement or are covered with
concrete slabs (Figure 1). The Site is enrolled in the Underground Storage Tank cleanup fund.
A 1,000 gallon UST which reportedly stored gasoline and diesel, identified as Tank No 7, was
removed in 1986 and petroleum hydrocarbon contamination was documented during the
removal. A free product skimmer was used at MW-3, located adjacent to the former UST
location from prior to 1994 until 1996. A soil vapor extraction system, including 23 air sparging
wells, began operation in November 1999 and operated until February 2001. In June 2003 an
ozone sparging system with 17 wells began operation began operation at the site.
Treadwell&Rollo,Inc.Environmental&Geotechnical Consultants
555 Montgomery Street,Suite 1300,San Francisco,CA 94111
Telephone(415)955-9040 Facsimile(415)955-9041
