SAN J 0 A Q U 1 N Environmental Health Department <br /> U ; i ymy 1 Iii <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> West Wind 100 S VENTURA AVE, STOCKTON June 02, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 107 CCR 66262.20 Failed to prepare manifests for transportation of hazardous waste. <br /> OBSERVATION: According to manager Greg Praszek, spent lead acid batteries, used oil filters and 55-gallon <br /> drums of used oil are periodically transported off site to the West Wind facility in Illinois without first preparing an <br /> Uniform Hazardous Waste Manifest. <br /> REGULATION GUIDANCE: A hazardous waste generator who transports, or offers for transport a hazardous <br /> waste for off-site transfer,treatment, storage, or disposal shall prepare a Uniform Hazardous Waste Manifest(OMB <br /> Control number 2050-0039)on EPA Form 8700-22, and, if necessary, a Continuation Sheet on EPA Form 8700- <br /> 22A, according to the instructions included in the Appendix to chapter 12 of this division before the waste is <br /> transported off-site. <br /> CORRECTIVE ACTION: When required by California Health &Safety Code and Title 22 California Code of <br /> Regulations, ensure that an Uniform Hazardous Waste Manifest is prepared each time to transport hazardous <br /> waste from this facility for off-site transfer, treatment, storage or disposal. <br /> Provide a corrective action statement and any supporting documentation to the San Joaquin County Environmental <br /> Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> OBSERVATION: The business generates spent lead acid batteries, used oil and used oil filters and could not <br /> provide hazardous waste disposal records for the past three years during the inspection. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in <br /> accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the <br /> designated facility which received the waste.This signed copy shall be retained as a record for at least three years <br /> from the date the waste was accepted by the initial transporter. <br /> CORRECTIVE ACTION: Immediately start maintaining hazardous waste disposal records and provide a corrective <br /> action statement to the EHD within 30 days. <br /> This is a Class II violation. <br /> FA0011052 PR0539720 SCO01 06/02/2020 <br /> EHD 22-01 Rev.9/20/2019 Page 5 of 11 Small Quantity Hazardous Waste Generator OIR <br /> 1868 E.
