TOM WALKER <br /> Deputy Director <br /> APR <br /> MEMORANDUM <br /> TO: Development Com ittee <br /> FROM: Harry Isla Associate Planner <br /> SUBJECT: PREAPPLICATIONS GP-89-18 AND SU-89-17 OF TRI-STATE <br /> MOTOR TRANSPORT <br /> ---------------------------------------------------------------- <br /> The Development Committee will review these preapplications on <br /> April 26, 1989 . <br /> This site contains 326 acres located between the Delta-Mendota <br /> Canal and the California Aqueduct , west of the intersection of <br /> Patterson Pass Road and Schulte Road. The proposals are a <br /> General Plan Map Amendment from Limited Industrial to <br /> Agriculture and a Major Subdivision to create 55 industrial lots. <br /> If this project is carried forward to the application stage, the <br /> applicant will have to submit a Zone Reclassification application <br /> to rezone the property from M-2/L, AG-40/S-C and M-2/L/S-C to M-1 <br /> (Limited Manufacturing) . <br /> Staff questions whether additional industrially planned acreage <br /> is required in the project vicinity. Southeast of the intersec- <br /> tion of Schulte Road and Patterson Pass Road, there is an 80-acre <br /> industrially planned site that has been only partially developed. <br /> More recently, a preapplication has been submitted to add an <br /> additional 80 acres east of that site to the General Plan. The <br /> existing and proposed General Plan designations southeast of the <br /> intersection are Limited Industrial . It would seem appropriate <br /> to require a marketing study to justify provision of additional <br /> Limited Industrial land in the project vicinity. A more basic <br /> issue is whether the County should establish a major industrial <br /> area in the vicinity of Schulte Road and Patterson Pass Road. <br /> With this proposal , there would be a total industrially planned <br /> acreage of 486 acres, all of which would have the Limited <br /> Industrial General Plan designation. <br /> Staff believes that the proposal is inconsistent with General <br /> Plan policies for preservation of agricultural land for main- <br /> tenance of land use compatibility and for the provision of an <br /> adequate circulation system. The proposal would eliminate 326 <br /> acres of land from agricultural production while there is <br /> available 40 acres of vacant industrially planned land nearby. <br />
