The establishment of industrial uses on the <br /> site may create incompatible land uses with the operations of the <br /> abutting canal systems . On the issue of circulation, staff notes <br /> that major improvements will be required on Schulte Road, <br /> Patterson Pass Road, and at the interchanges of Patterson Pass <br /> Road with I-580 and I-205 . <br /> Given the scale of the project , staff would recommend that pre- <br /> paration of a Specific Plan be required to address issues <br /> regarding services for sewage treatment , water supply, storm <br /> drainage, and traffic/circulation improvements and to develop a <br /> financing mechanism for a support system that would be required <br /> for industrial development . <br /> If this project proceeds to the application stage , staff will <br /> recommend that an Environmental Impact Report be required. Some <br /> of the issues addressed in the EIR prepared for the land <br /> southeast of the Schulte Road/Patterson Pass Road intersection <br /> remain significant environmental concerns : <br /> • Agricultural land conversion. <br /> • Visual/aesthetic impairment . <br /> • Traffic/circulation problems. <br /> • Land use conflicts. <br /> • Noise generation. <br /> • Air quality degradation. <br /> • Lack of available systems for sewage treatment , water <br /> supply, and storm drainage . <br /> The EIR would address these specific design and improvement pro- <br /> posals of the Specific Plan. The Specific Plan may include some <br /> proposals for altering the local circulation system. <br /> In summary, staff believes that the project is inconsistent with <br /> the General Plan and would recommend that if the project proceeds <br /> to the application stage, the preparation of a Specific Plan and <br /> Environmental Impact Report should be required.
