The establishment of industrial uses on the site may create incompatible land uses with the operations of the abutting canal systems . On the issue of circulation, staff notes that major improvements will be required on Schulte Road, Patterson Pass Road, and at the interchanges of Patterson Pass Road with I-580 and I-205 . Given the scale of the project , staff would recommend that pre- paration of a Specific Plan be required to address issues regarding services for sewage treatment , water supply, storm drainage, and traffic/circulation improvements and to develop a financing mechanism for a support system that would be required for industrial development . If this project proceeds to the application stage , staff will recommend that an Environmental Impact Report be required. Some of the issues addressed in the EIR prepared for the land southeast of the Schulte Road/Patterson Pass Road intersection remain significant environmental concerns : • Agricultural land conversion. • Visual/aesthetic impairment . • Traffic/circulation problems. • Land use conflicts. • Noise generation. • Air quality degradation. • Lack of available systems for sewage treatment , water supply, and storm drainage . The EIR would address these specific design and improvement pro- posals of the Specific Plan. The Specific Plan may include some proposals for altering the local circulation system. In summary, staff believes that the project is inconsistent with the General Plan and would recommend that if the project proceeds to the application stage, the preparation of a Specific Plan and Environmental Impact Report should be required.
