GP-89-18 and SU-89-17 <br /> Patterson Pass Road -- Delta-Mendota Canal -- Milepost 9.26 -- <br /> Central Valley Project (CVP) , CA (Easement) <br /> Dear Mr. Islas: <br /> This is in response to your letter dated April 5, 1989, requesting our com- <br /> ments and/or recommendations on rezoning 326 acres of agricultural land to <br /> 56 industrial lots. Our recommendations and/or comments are as follows: <br /> 1. If the present and/or similar grade of the parcel is maintained, <br /> storm water run-off from the proposed development area will flow in the <br /> direction of the Delta-Mendota Canal (DMC) . The acceptance of water from a <br /> commercial development would constitute a change from the agricultural <br /> flows we have traditionally allowed into the DMC and will not be permitted. <br /> An industrial tract would increase the drainage flows and provide a direct <br /> means for water contamination. The legal and environmental risks are un- <br /> acceptable. Therefore, a storm drainage system must be developed to assure <br /> no runoff reaches the canal either directly or through sub-surface seepage. <br /> 2. A suitable fence should be constructed in order to prevent access <br /> to the canal. We recommend a 7-foot chain link fence constructed of No. 9 <br /> wire with 3 strands of 12,� gauge or heavier barbed wire on top. <br /> 3. The type of sewer system was not indicated but since the develop- <br /> ment is upslope of the DMC, septic systems for this project would be un- <br /> acceptable. <br /> 4.
