Item No. 3 PC : 2-18-88 UP-88-20 Page 1 RECOMMENDATION It is recommended that the Planning Commission: 1 . Approve a Negative Declaration and instruct the Clerk to file a Notice of Determination; and 2 . Approve Use Permit Application No . UP-88-20 based on the Findings in the staff report and subject to the Conditions of Approval in the staff report . FINDINGS 1 . "The establishment , maintenance , and operation of the use does not conflict with the General Plan. " Staff can make this finding because the proposed project is consistent with the General Plan industrial policies , including Principle No. 6 , which addresses industrial uses which may require locations outside of urban centers . 2 . "Adequate utilities , access roads, sanitation, drainage , and other necessary facilities have been provided, and the pro- posed improvements are properly related to existing and pro- posed streets and highways . " Staff can make this finding because the proposed use is appropriate for the location, and conditions of approval have been proposed to insure that adequate facilities are provided. 3 . "The property involved is of adequate size and shape to accommodate the proposed use and all yards , building coverage , setbacks, parking areas, and other requirements of this Title . " Staff can make this finding because the site comprises a rectangular area 3 . 4 acres in size which can adequately accommodate the soil treatment facility. 4 . "Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be injurious to the property or improvements of adjacent properties . " ° Staff can make this finding because the project site is sufficiently isolated from adjacent properties, and controls have been placed on the project as conditions of approval .
