We received a letter from Public Works expressing some
concerns. Based upon the concerns raised by Public Works and the
concerns of the Local Health District, we recommend the following
minimum conditions be implemented if they are not addressed by the
State.
a. The applicant shall confirm with the Department of Health Services
(DHS ) , State of California, if a permit would be required for a
hazardous waste facility or if a variance from permit requirements
would be allowed by DHS.
b. Contaminated soils subject to treatment shall be sampled using
EPA-SW846 methods, analyzed, reviewed, and approved by the San
Joaquin Local Health District prior to and after treatment. Con-
taminated soils shall be restricted to soils impacted with un-
leased gas, diesel, and unused motor oil.
C. The above restriction shall be enforced until such time as the
State Department of Health Services, Toxic Substance Control
Division, issues a permit expanding the type of contaminated soil
that can be treated at the facility ( see attached State letter ) .
d. Submit a ground water monitoring program proposal to the San
Joaquin Local Health District for review, permitting, and approval.
e. Closure plans shall be approved by the San Joaquin Local Health
District prior to starting phase II of the project.
f . No contaminated soils shall be received at the site until all
required State and local permits are obtained and the Use Permit
conditions are met after completion of Phase I of the project.
