Item No. 1 <br /> PC : 3-10-88 <br /> UP-88-20 <br /> Page 2 <br /> controls have been placed on the project as conditions of <br /> approval. <br /> REVISED PROJECT DESCRIPTION <br /> As proposed, the Terra Genesis facility will import soil con- <br /> taminated with petroleum products for treatment in order to <br /> reduce the toxic substances in the soil to acceptable levels . In <br /> essense , the decontamination process will "clean up" the soil so <br /> that it can be utilized for fill material or added to agri- <br /> cultural land. <br /> Terra Genesis is proposing a three-phase project : <br /> Phase I - Treatment of soil with a low contaminant level <br /> ( less than 200 mg/kg) ; <br /> Phase II - Treatment of soil with increasingly higher con- <br /> taminant levels under a Research Development and <br /> Demonstration (RD&D) permit issued by the <br /> Alternative Technology Section of the Department <br /> " of Health Services (DHS) (6,000 to 40 ,000 mg/kg) ; <br /> (Phase II (a) - 6 , 000 to 10,000 mg/kg; <br /> Phase II (b) - 10,000 to 20 ,000 mg/kg; <br /> Phase II (c) - 20 , 000 to 40 , 000 mg/kg; and <br /> Phase III - Full-scale treatment of contaminated soil under a <br /> hazardous waste facility permit issued by DHS . <br /> The contaminated soil for Phase I would be limited to an existing <br /> on-site supply, while contaminated soil for Phase II would be <br /> limited to a single off-site source, <br /> The cleansing process will entail several steps, with each treat- <br /> ment cycle lasting 2-3 weeks in the summer and 10-14 weeks in the <br /> winter . Upon arrival at the site, the contaminated soil will be <br /> spread on an 8 , 000-square-foot concrete slab to a depth of one to <br /> two feet and fertilized with nitrate and phosphorus (refer to <br /> Concrete Slab Detail) . The soil will be thoroughly mixed and <br /> wetted. A prepared bacterial additive will be placed on the <br /> soil , then thoroughly mixed and sprinkled with water to maintain <br /> a moist condition. This bioaugmentation process will reduce the <br /> toxic substances in the soil until Federal and State regulatory <br /> standards are met . <br />
