The nearest residential dwelling is approximately 1600 <br /> feet from the site, with scattered dwellings one-half mile or <br /> more from the site. Conditions of Approval have been recom- <br /> mended to control noise generation from the project and to <br /> restrict haul truck access south of Palm Avenue on Austin Road. <br /> Operational Characteristics : <br /> Each treatment cycle will be able to process up to 600 cubic <br /> yards, with an annual production of approximately 6, 000 cubic <br /> yards. <br /> The following steps describe the treatment process: <br /> 1 . The concrete slab ' s curbing will be sealed to prevent <br /> spillage of soil and water . <br /> 2 . Soil samples will be taken for laboratory analysis <br /> (petroleum hydrocarbon content) . <br /> 3 . Soil will be fertilized to bring nitrate and phosphorus <br /> level to at least 20 parts per million (ppm) and 5 ppm. <br /> Soil will be thoroughly mixed. <br /> 4 . Soil will be thoroughly wetted to bring the field moisture <br /> level in the soil to 30 - 70 percent . <br /> 5 . Prepare bacterial additive ; after incubation period, dilute <br /> and spray over the entire surface of the contaminated soil . <br /> 6 . Thoroughly mix the entire contaminated soil mass. <br /> 7 . Sprinkle the soil surface with water to maintain 30 - 70 <br /> percent moisture condition at all times. <br /> 8 . Repeat Items 6 and 7 above on a daily basis to ensure that <br /> adequate oxygen and moisture reach the entire mass. <br /> 9 . Take samples of soil every two weeks for laboratory analy- <br /> sis to determine treatment progress. <br /> 10. When laboratory analysis indicates that the soil ' s petro- <br /> leum hydrocarbon level has been reduced to meet the regula- <br /> tory agency' s acceptable standards, the cleansed soil is <br /> hauled away to its permanent resting place . <br /> 11 . The concrete slab will be "reloaded" as described above and <br /> treated as stated in Items 1 - 10 . <br />
