Hazelton Ave.
Stockton, CA
RE: Drainage Plan Comments, Terra Genesis Project
The Health District has the following comments regarding the above
referenced drainage plan:
1. Loading Area: No indication is made on the plan on how the
contaminated soil will be unloaded and spread on the concrete slab
nor how it will be reloaded. How will spillage be contained in the
unloading area? All drainage in the unloading area should be diverted
to the detention reservoir.
2 . Air Quality Treatment Cell : There is no information on the
function of the air quality treatment cell .
3 . Detention Reservoir: Construction details including dimen-
sions and materials are missing. Applicant must identify whether or
not this detention reservoir meets the requirements or classifications
of an underground tank. There is a potential that during wet, winter
storms and with the contaminated soil saturated, the reservoir could
overflow. No indication is made on how the calculations were made for
this reservoir. The detention reservoir should be provided with a high
level alarm system connected through a phone module to notify operat-
ing personnel of an impending overflow. There is no area provided to___
contain any overflow; therefore, the liquid may have to be pumped out
and removed by a registered hazardous waste hauler. The minimum size
of the reservoir should not be less than_ the rated capacity with a
minimum two ( 2 ) feet of free board. If the integrity of the cover
holds over the concrete basin and assuming a maximum vent opening of
four ( 4 ) feet by eighty ( 80 ) feet, the detention basin may be adequate; i
however, if the cover is dislodged or damaged, it will not be adequate.
4 . Concrete Basin: Using tires to hold down the waterproof
cover is also questionable. A cable rope tie-down, criss-crossed
over the top would be a more secure and acceptable method.
Administration Clinical Services Environmental Health Public Health Nursing
468-3400 468-3830 468-3420 468-3860
Air Pollution Community Services Laboratory WIC
468-3470 468-3820 468-3460 468-3280
AIDS Information 468-3820
