Hazelton Ave. <br /> Stockton, CA <br /> RE: Drainage Plan Comments, Terra Genesis Project <br /> The Health District has the following comments regarding the above <br /> referenced drainage plan: <br /> 1. Loading Area: No indication is made on the plan on how the <br /> contaminated soil will be unloaded and spread on the concrete slab <br /> nor how it will be reloaded. How will spillage be contained in the <br /> unloading area? All drainage in the unloading area should be diverted <br /> to the detention reservoir. <br /> 2 . Air Quality Treatment Cell : There is no information on the <br /> function of the air quality treatment cell . <br /> 3 . Detention Reservoir: Construction details including dimen- <br /> sions and materials are missing. Applicant must identify whether or <br /> not this detention reservoir meets the requirements or classifications <br /> of an underground tank. There is a potential that during wet, winter <br /> storms and with the contaminated soil saturated, the reservoir could <br /> overflow. No indication is made on how the calculations were made for <br /> this reservoir. The detention reservoir should be provided with a high <br /> level alarm system connected through a phone module to notify operat- <br /> ing personnel of an impending overflow. There is no area provided to___ <br /> contain any overflow; therefore, the liquid may have to be pumped out <br /> and removed by a registered hazardous waste hauler. The minimum size <br /> of the reservoir should not be less than_ the rated capacity with a <br /> minimum two ( 2 ) feet of free board. If the integrity of the cover <br /> holds over the concrete basin and assuming a maximum vent opening of <br /> four ( 4 ) feet by eighty ( 80 ) feet, the detention basin may be adequate; i <br /> however, if the cover is dislodged or damaged, it will not be adequate. <br /> 4 . Concrete Basin: Using tires to hold down the waterproof <br /> cover is also questionable.
