Mr. Gary Reents
Page 2
February 12, 1988
and other contaminated soil will be hauled to a Class I landfill or other
approved site, if any, in compliance with regulations set forth by Federal ,
State, and Local authorities. All wastes intended for hauling to the Manteca
site will be sampled and analyzed prior to being moved to said site. Soils
containing contaminants other than those described above will not be moved
to the Manteca site.
Decontamination Cycle:
Following is a summary of the decontamination cycle to be used at the Manteca
site:
I . The proposed lot of soil submitted for decontamination is located,
identified, sampled and tested by a California State Certified
Laboratory. If it is found to be acceptable for decontamination, it
will be hauled by an approved hauling firm to the Terra Genesis
decontamination facility near Manteca, California where it will be:
1. Spread on a six inch (6") thick concrete slab which has twelve
inch (12") curbing for contaminant.
2. The contaminated soil will be eighteen inches ( 18") to twenty four
inches (24") deep.
II. The contaminated soil will be fertilized, â–ºnixed, watered, mixed and
allowed to set for twenty four (24) hours after which time suitable
bacteriological medium will be applied to the surface of the
contaminated soil at which time the contaminated soil mass will be
thoroughly mixed.
III . During the next several weeks, the contaminated soil , which will be
contained on the slab within the curbing, will be mixed and watered
daily to the extent that water will not be pooled on the surface nor
will the soil be totally saturated.
IV. Air quality tests will be made as required by the San Joaquin County
Air Pollution control Board.
V. Soil samples will be taken as appropriate and analyzed in a California
certified laboratory for contamination levels.
VI. When the cleansed soil is approved by the appropriate regulatory agency,
it will be hauled to the approved site for application, mixing, and
planting.
From the above, it should be noted that the soil is treated and totally
removed from the decontamination site. It is then deemed decontaminated
