GP-89-11 <br /> ---------------------------------------------------------------- <br /> PROJECT DESCRIPTION: <br /> The applicants for the Mountain House project propose to change <br /> the General Plan designation on approximately 4877 acres in San <br /> Joaquin County from Agriculture to New Town. The project area <br /> currently includes 2727 adjacent acres in Alameda County for a <br /> total project area of 7604 acres. Alameda County does not use a <br /> New Town designation; rather , a variety of General Plan designa- <br /> tions would be proposed to coordinate with the applicants' Master <br /> Plan. <br /> EXISTING CONDITIONS : <br /> The area within San Joaquin County is flat agricultural land pri- <br /> marily devoted to row crops and dairies . Most residential deve- <br /> lopment consists of farm residences with some small single-family <br /> lots located along Old River . A majority of the land within the <br /> project boundaries is considered prime farmland by the Soil <br /> Conservation Service. Domestic water is provided by individual <br /> wells; irrigation water is provided by a combination of private <br /> wells and an irrigation district . <br /> Access around and within the site is by rural County roads. <br /> These roads in turn connect to I-580 to the south and State Route <br /> 4 to the north. Little impact or demand is placed upon roads, <br /> services, or infrastructure by existing land uses. <br /> FUTURE CONDITIONS : <br /> The primary issues associated with implementation of the proposed <br /> project are ( 1 ) land use conflicts, ( 2 ) circulation, with asso- <br /> ciated air quality and noise impacts, and (3) infrastructure and <br /> service impacts compounded by the jurisdictional problems of the <br /> two affected Counties. These issues are listed below and are <br /> followed by the mechanism that will address it . <br /> LAND USE CONFLICTS: <br /> 1 . Inconsistency with objectives and principles of the General <br /> Plan relative to protection of agricultural land - General <br /> Preapplication Review - 1 - (GP-89-11 ) <br />
