7.1 MITIGATION MONITORING PROGRAM <br /> Hydrology and Water Quality <br /> 'Fable 7.1 continued <br /> Timing or <br /> Person/ Frequency <br /> Monitoring Agency of <br /> Impact Mitigation Measure Requirements Responsible' Monitoring= <br /> 4.7-3(b) As part of the Specific Plan, a dredging plan should be Review at SP stage. SJCCDD and SP and PC <br /> developed for removal of accumulated sediment from the USACE <br /> Old River channel in the area of the proposed marina outlet. <br /> This plan should be subject to the requirements of dredging <br /> permits issued by the U.S. Army Corps of Engineers and <br /> should have provisions for controlling turbidity during <br /> dredging. The use of silt curtains in the dredging area to <br /> capture sediments should be addressed in the dredging Ian. <br /> 4.7-3(c) Prior to obtaining a dredging permit, a disposal area for the Approval of dredging RWQC13 SP and PC <br /> dredged sediments should be established by the applicant plan. <br /> and approved by the Central Valley Regional Water Quality <br /> Control Board. The disposal area should be identified in the <br /> recommended dredging plan. The characteristics and design <br /> of the dredge disposal area should minimize the potential <br /> discharge of sediments to surface water and potential <br /> discharge of contaminants to the surface water or <br /> groundwater. A sampling plan to evaluate the potential <br /> levels of contaminants within the sediments should be <br /> incorporated in the recommended dredging plan. The <br /> collected samples should as a minimum, be analyzed for <br /> trace metals, salts, pesticides. and herbicides. <br /> 4.7-4 Inadequate water circulation would 4.7-4(a) Circulation within the proposed marina should be adequate Approval of circulation RWQCB PC and O <br /> potentially create water quality to reduce the potential for algal growth. A forced system design. <br /> problems within the proposed on- circulation .system could pump water from Old River to the <br /> site marina. marina to mitigate thermal stratification and stagnation <br /> within the marina. A system capable of pumping 25 cfs <br /> would reduce water residence time in the marina to less than <br /> five days and reduce the potential for algal blooms <br /> (Appendix 10.12). A pipeline right-of-way from Old River to <br /> the southern portion of the marina would be needed to <br /> operate the recommended forced circulation system. <br /> 4.7-4(b) Operation of the forced circulation system should be made Monitoring of water RWQC'13 O (quarterly) <br /> contingent on water temperature monitoring within the temperature. <br /> marina. <br />
