The contract is to <br /> be administered by County Planning staff . <br /> *** A financial analysis will be prepared by or sponsored through <br /> the County Administrator ' s Office. <br /> OTHER ISSUES : <br /> With a project of this scale, there are a variety of other impor- <br /> tant issues that need to be addressed before a recommendation can <br /> be forthcoming. The EIR will address the full range of issues, <br /> from biota to housing affordability. Once an Initial Study and <br /> and a Scope of Work have been completed, a complete list of <br /> topics will be compiled. Any background reports and data that <br /> have been prepared by the applicants that will assist in the <br /> Initial Study/Scope of Work process should be submitted at the <br /> time of the fomal application submittal . <br /> PROCESSING STRATEGY: <br /> As discussed prior to the Preapplication meeting, the County <br /> Planning Division recommends that the Williamson Act Contract <br /> Cancellation be processed either before or concurrent with the <br /> General Plan Amendment application. The reasons for this have <br /> been discussed with the applicants and are borne out in the <br /> implementing language for a New Town in both the General Plan and <br /> the Planning Title. Pages 41 and 42 of the General Plan detail <br /> the implementation program for a New Town by use of a Specific <br /> Plan. Item No. 3 of this discussion states that "a Specific Plan <br /> for the New Town shall include the entire planned urban center <br /> . . . (emphasis added; see Attachment 1 ) . This implementation <br /> language is further defined and codified in Section 9-2354 of the <br /> Planning Title which states that "a Specific Plan cannot be <br /> accepted unless the time required to process the Specific Plan <br /> proposal , as estimated by the Director , exceeds the time <br /> remaining on the contract . " The combination of these provisions <br /> makes it clear that without cancellation of all contracts within <br /> the New Town boundaries, no development proposals could be con- <br /> sidered until 2-3 years remained on any contract . Thus, there <br /> exists the probability ( if the General Plan Amendment is appro- <br /> ved) that the proposal would sit there for several years with no <br /> project implementation or development occurring. <br /> Apart from this procedural constraint , it would also be poor <br /> planning practice to recommend that the GPA be processed separately. <br /> The merits of the Amendment should also merit cancellation of tl:e <br /> contracts. If the GPA is processed and approved prior to can- <br /> cellation consideration, there would be a convincing, if artifi- <br /> cial , argument that since the agricultural designation had been <br /> replaced with an urban designation, there was no longer any <br /> reason to retain the contracts . <br /> TIMING AND FINANCING OF THE APPLICATION PROCESS: <br /> Much of this discussion topic had still not been resolved inter- <br /> nally in time for it to go out with the Preapplication memo. <br /> Preapplication Review - 3 - (GP-89-11 ) <br />
