1 . Each Rural Center shall be limited in size to approximately 160 <br /> acres . At such time as a Rural Center exceeds approximately 160 <br /> acres in size it shall be reclassified as an Urban Center . <br /> 2 . Within the existing boundaries of Rural Centers , 30 , 000 square <br /> feet shall be the minimum parcel size allowed within the Suburban <br /> Density Residential designation when a public sewage disposal <br /> system is not available . This size requirement may be reduced <br /> to 20 , 000 square feet when it can be shown that 20 , 000 square <br /> feet is adequate for a dwelling unit , septic system, and typical <br /> accessory structures . <br /> 3 . Residential development on new parcels smaller than 20 , 000 <br /> square feet in size may be considered only when the development <br /> will br� served by a public sewage disposal system. <br /> 1. The County shall recognize in designating a new town site <br /> that it is intended to minimize impacts on agriculture, particu- <br /> larly by limiting growth onto additional prime agricultural lands <br /> of the valley floor. <br /> 2. The development of new towns shall minimize resulting adverse <br /> impacts on surrounding urban centers . <br /> 3. In new towns , the precise locations of the various uses on the <br /> Land Use/Circulation Element Map shall be determined by specific <br /> plans , which are to be consistent with the written policies of the <br /> General Plan. <br /> 4 . The following utility policies shall apply to new towns: <br /> a. All development shall be served by a community water system. <br /> b. All development, with the exception of any Estate Resi- <br /> dential development, shall be served by a community sanitary <br /> sewer system. <br /> C. If terminal drainage cannot be provided, drainage shall <br /> be provided by other methods approved by the County. <br /> 5. The design of the development in new towns should encourage <br /> neighborhood identification. <br /> 6 . An appropriate variety and choice of housing for all socio- <br /> economic segments of the community shall be provided. <br /> 7. The circulation system of a new town shall provide for <br /> opportunities for automobiles, pedestrians, bicycles and public <br /> transit. <br /> 1.2d Amended 11/23/87 <br />
