8. The following site development policies shall apply to new <br /> towns : <br /> a. All development and construction activity should minimize <br /> erosion by methods such as limiting any necessary grading on <br /> unstable slopes to the dry months and assuring planted slopes <br /> during the rainy season. <br /> b. Structures shall be set back at least 50 feet from any <br /> identified fault, as determined by a registered geologist. <br /> C. Ridgelines and major hill tops are to remain undeveloped <br /> in order to preserve the natural contours of the site. <br /> 9 . The phasing of development in new towns shall conform to the <br /> following policies : <br /> a. The County shall ensure that public facilities and services <br /> required by the General Plan Amendment and any Specific Plans <br /> shall be available concurrent with need by requiring the <br /> developers to present evidence, including security if necessary, <br /> that the required facilities and services will be provided. <br /> b. All public facilities , including but not limited to <br /> utilities , schools, roads, parks , fire and police stations , <br /> shall be constructed, dedicated to the appropriate agency, and <br /> made operational as specified in the phasing program of a <br /> town-wide Specific Plan. <br /> C. Each phase of development shall be compact in order to <br /> minimize the costs of public improvements . <br /> d. The phasing of the development generally should provide <br /> revenues in excess of service costs to the County, other <br /> impacted public agencies , and residents of the community. <br /> 12e Amended 12/18/84 <br />
