16 . Commercial recreation areas shall generally be located only <br /> in urban and rural centers , but they may be permitted in agri- <br /> cultural areas on non-prime soils or , in unique cases , on prime <br /> soils if the characteristics of the site are necessary for the <br /> functioning of the project . <br /> 17 . The policies regarding commercial recreation areas shall <br /> apply to all priviate recreation areas and to public recreation <br /> areas other than parks, which are intended to be retained in <br /> open space. <br /> 18 . Major commercial recreation areas shall be specifically <br /> designated Recreation on the General Plan map. <br /> a . These areas generally shall be distinguished by their <br /> large size , regional market, tourist orientation, unifying <br /> theme, and single major developer/owner . <br /> b. Any extension of the designated recreation area beyond <br /> that of the major development must, 1 ) remain subordinate to <br /> the major dev-:lopment, 2 ) contain only uses determined to <br /> support the major use, and 3 ) be coordinated with the major <br /> use in design and function to enhance the total recreation . <br /> C . Uses in designated recreation areas shall be limited to <br /> those which provide recreation experiences or which directly <br /> serve the recreation uses . Commercial uses shall not <br /> detract from the commercial areas of the urban and rural <br /> centers by providing for the routine commercial needs of <br /> the County' s residents . <br /> d. Approvals of recreation areas and facilities shall re- <br /> quire measures to mitigate potential nuisances , such as <br /> noise, dust or odor . <br /> e . The Planned District Zone shall be the appropriate zone <br /> to regulate major commercial recreation areas which are <br /> shown as Recreation on the General Plan Map. <br /> f . Residential development may be allowed in areas <br /> designated as Recreation on the General Plan: The resi- <br /> dential development shall be integrated into the recreational <br /> development and shall not detract from the main recreational <br /> use of the property; the density shall not exceed one <br /> dwelling unit per two gross acres . <br /> 19 . The Recreation designation on the General Plan Map for major <br /> commercial recreation areas shall be considered only at the time <br /> of a specific development proposal or for application to existing <br /> recreation areas . <br /> 20 . The following factors shall be considered prior to desig- <br /> nating an area as Recreation on the General Plan Map: need for <br /> a large amount of land, location in relation to population, <br /> impacts on surrounding lands and uses , growth inducement, and <br /> necessary infrastructure, including utilities and roadways . <br /> 25 Amended 4/11/85 <br />
