Circulation and <br /> The transportation system, which provides for the movement of <br /> people and goods, to, from, and within San Joaquin County is one <br /> of the frameworks upon which the physical, economic, and social <br /> character of the County is built. It is important that major <br /> transportation routes and facilities be planned well in advance <br /> of community development, so that they can unite the various <br /> activities proposed by the General Plan.
