ROADS AND STREETS <br /> G <br /> -To develop a road and street system that satisfies the needs <br /> in San Joaquin County for safe, efficient, and reliable vehicle <br /> movement of people and goods through and within the County. <br /> ROADS AND STREETS 17MW ',+ U' <br /> 1 . The road and street system shall be used to guide as well as <br /> accommodate land use and development within the County. <br /> 2. Planned land use and development adjacent to existing or <br /> proposed roads and streets shall consider and not detract from the <br /> primary function of the road facility. <br /> 3 . In areas where public transit service is available or planned, <br /> transit requirements shall be a major consideration in all street <br /> and highway planning, design, construction, and improvements . <br /> 4. The need for adequate bikeways and pedestrian paths shall be <br /> considered in constructing or improving the road and street system. <br /> 5 . All significant trip generators shall be served by roads of <br /> adequate capacity and design standards to provide reasonable and <br /> safe access by appropriate transportation modes with minimum delay. <br /> 6 . Major streets and highways in urban areas should be planned <br /> and located so as not to break-up neighborhoods . <br /> 7 . Streets in residential developments should provide a maximum <br /> division of pedestrian and vehicular traffic, be functionally <br /> designed, and conform with adequate safety standards . <br /> 8. Roads and streets in rural areas shall be planned and designed <br /> to adequately serve agricultural and recreational needs, without <br /> encouraging urban growth. <br /> 9.
