Weber Street <br /> Stockton, California 95202 <br /> Subject : Request for Action <br /> Residential Development/School Financing <br /> BOARD OF SUPERVISORS: <br /> On January 24, 1989, the Board of Trustees of the Tracy <br /> Joint Union High School District requested, by unanimous <br /> vote, that the San Joaquin County Board of Supervisors take <br /> action to ensure that residential development does not <br /> continue to occur within the District boundaries until <br /> adequate financing is available to fund the school <br /> facilities needed as a result of the new development . <br /> The Board of Supervisors could, for example, direct that all <br /> new residential divisions of land be conditioned in such a <br /> way that no building permits can be issued until adequate <br /> school financing is available . The developers and school <br /> districts effected will then be able to develop the <br /> necessary school financing program so that the projects may <br /> proceed. <br /> Approximately three years ago a similar request was <br /> submitted to, and accepted by, the City Council of the City <br /> of Tracy. Because of the City' s support, the Tracy School <br /> Districts were able to form a Mello-Roos Community <br /> Facilities District (CFD) . The CFD ensures that all new <br /> residential development within the City limits of Tracy is <br /> paying a tax for school facilities that is adequate to <br /> enable schools to be built as needed to accommodate the new <br /> residential growth. Without the support of the City, the <br /> CFD that is presently in place could not have been formed. <br /> In anticipation of the Board of Supervisors support on this <br /> request the School Districts have already begun to take <br /> initial steps in establishing a CFD to encompass the known <br /> developing properties in the unincorporated portions of our <br /> Districts . Full implementation of the CFD will, however, <br /> take the support of the Board of Supervisors through the <br /> "ALL STUDENTS CAN LEARN" <br />
