JAMES C. O'CONNOR TRACY PUBLIC SCHOOLS DOUGLAS M. GEPHART
ASSISTANT SUPERINTENDENT 315 EAST ELEVENTH STREET ASSISTANT SUPERINTENDENT
FOR BUSINESS TRACY. CALIFORNIA 95376.4095 FOR PERSONNEL
ROBERT W. BAUM. ED. D., SUPERINTENDENT
ROBERT W. PRICE RAY M. STRONG
ASSISTANT SUPERINTENDENT ASSISTANT SUPERINTENDENT
FOR INSTRUCTION FEBRUARY 01, 1989 FOR STUDENT SERVICES
Board of Supervisors
San Joaquin County
222 E. Weber Street
Stockton, California 95202
Subject : Request for Action
Residential Development/School Financing
BOARD OF SUPERVISORS:
On January 24, 1989, the Board of Trustees of the Tracy
Joint Union High School District requested, by unanimous
vote, that the San Joaquin County Board of Supervisors take
action to ensure that residential development does not
continue to occur within the District boundaries until
adequate financing is available to fund the school
facilities needed as a result of the new development .
The Board of Supervisors could, for example, direct that all
new residential divisions of land be conditioned in such a
way that no building permits can be issued until adequate
school financing is available . The developers and school
districts effected will then be able to develop the
necessary school financing program so that the projects may
proceed.
Approximately three years ago a similar request was
submitted to, and accepted by, the City Council of the City
of Tracy. Because of the City' s support, the Tracy School
Districts were able to form a Mello-Roos Community
Facilities District (CFD) . The CFD ensures that all new
residential development within the City limits of Tracy is
paying a tax for school facilities that is adequate to
enable schools to be built as needed to accommodate the new
residential growth. Without the support of the City, the
CFD that is presently in place could not have been formed.
In anticipation of the Board of Supervisors support on this
request the School Districts have already begun to take
initial steps in establishing a CFD to encompass the known
developing properties in the unincorporated portions of our
Districts . Full implementation of the CFD will, however,
take the support of the Board of Supervisors through the
"ALL STUDENTS CAN LEARN"
