PLANNING COMMISSION MINUTES <br /> JANUARY 16, 1992 <br /> 6 . REVIEW OF DRAFT ENVIRONMENTAL IMPACT REPORT NO. ER-91-1 FOR THE <br /> MOUNTAIN HOUSE NEW TOWN GENERAL PLAN AMENDMENT (SUPERVISORIAL <br /> DISTRICT 5) : A Draft Environmental Impact Report (DEIR) has been <br /> prepared on the proposed Mountain House New Town. This draft EIR <br /> addresses the environmental effects of a proposed General Plan <br /> Amendment to change the General Plan on 4, 667 acres from Agricul- <br /> ture to New Town and nine proposed Williamson Act Contract - <br /> Cancellations to cancel a total of 2, 920 acres currently under nine <br /> separate contracts. The project site is located in an area bounded <br /> by Old San Joaquin River on the north, agricultural lands and <br /> Patterson Pass Road on the east, Alameda County on the west, and <br /> the I-205 corridor on the south, northwest of Tracy (Supervisorial <br /> District 5) . <br /> Senior Planner Kitty Walker introduced a staff report into the <br /> record and noted that the Commission was to receive oral and <br /> written comments on the Draft Environmental Impact Report. <br /> PUBLIC HEARING OPENED <br /> Elizabeth Shreeve, with SWA Consultants, said she is the Principal <br /> Planner for the applicants of the Mountain House project, and she <br /> discussed the proponent's new mitigated land use diagram which was <br /> prepared in direct response to impacts identified in the Draft EIR: <br /> • There is no change to the land use program; <br /> • She noted alternative means to mitigate impacts such as <br /> replacing the 1000 ' buffer along the west side of the project <br /> and along the freeway with other types of development and <br /> landscaping procedures and a relocation of the industrial <br /> designation. <br /> • Regarding the school/noise impact, they relocated schools and <br /> suggest mitigation by sound walls or earth berms. <br /> • Community structures and neighborhoods have been identified in <br /> the new sketch plan as a 3-tiered system (hierarchy of <br /> community structure) . There are to be 12 neighborhoods, each <br /> focused around one of the twelve K through 8 schools. There <br /> will be a school/park combination in association with a <br /> neighborhood center. Three to five neighborhoods are con- <br /> tained in each of the three villages with about 5, 000 resi- <br /> dences each. The villages are each served by a community <br /> commercial area (about 15 acres) . The town center has been <br /> relocated adjacent to the Mountain House Creek Linear Park. <br /> • She noted traffic circulation changes. <br /> Comm. Carter asked Senior Planner Kitty Walker about a trail that <br /> passes through the site. Ms. Walker said she was recently informed <br /> that the San Juan Bautista/DeAnza National Historic Trail passes <br /> through the site, and the National Park Service has asked that the <br /> trail be designated and signed within the New Town. <br /> PC MINUTES -1- JAN 16, 1992 <br />
