The County should recirculate the DEIR. <br /> • He made a statement that in the spirit of regional coordina- <br /> tion we have an opportunity to avoid the need for future <br /> General Plan Amendments and EIRs, especially in the southwest- <br /> ern corner of San Joaquin County. Mountain House, Safeway, <br /> Gateway Business Park and Tracy Station need to be addressed. <br /> The City of Tracy has attended one workshop and one slide show <br /> on the Mountain House project and has read the book. This is <br /> an opportunity to coordinate, before certification (of the <br /> EIR) , and avoid the duplication of services. <br /> Mike McClusky, Director of the Department of Public Works for the <br /> City of Tracy, made the following points: <br /> • He commented on the transportation section of the DEIR. he <br /> said that funding for the "planned improvements" noted on Page <br /> 4 . 14-16, paragraph 1, is millions of dollars short. He asked <br /> which transportation projects would be deferred if the "fair <br /> share" funding, noted in the mitigation measures, is approved <br /> for Mountain House. He said the County Department of Public <br /> Works needs to thoroughly analyze the fair share measures. <br /> • The DEIR states that 70% of the traffic will be internal trips <br /> (page 4 . 14-19 , proposed project scenario only) . The Reston <br /> new town in Virginia has only 30% of all trips generated being <br /> internal trips. Something is wrong with the estimates or with <br /> the report of the Reston new town. <br /> • Figure 4 . 14-5 shows the project circulation map. He said the <br /> City has requested that Patterson Pass Road be the major <br /> connection to Byron Road. They want to de-emphasize Byron <br /> Road. The City is trying to plan for Mountain House by <br /> providing easy east-west traffic. They are trying to de- <br /> emphasize southwest-northeast traffic movement. The City is <br /> asking that major traffic on Byron Road be diverted to I-205 <br /> via Patterson pass Road. <br /> • Mitigation measure 4 . 14-1(e) states that bus service will be <br /> available with the first house built. Nowhere does th- DEIR <br /> address the problem of TDA funds that are earmarked for <br /> transit being instead used to build roads. The cost of <br /> initial transit service will be provided by the County, not <br /> the developer. Page 4 . 14-54, notes buses. The measure states <br /> that the cost would be split between the City and Mountain <br /> House. The City cannot afford it and would object to this <br /> measure. <br /> • Page 4 . 14-27, paragraph 2 notes the strong interaction between <br /> Mountain House and the City. Nowhere in the DEIR does it <br /> discuss the impacts to the street system of Tracy. The City <br /> has its own transportation model and they are available to run <br /> the traffic model, if the cost is paid by the developer, to <br /> determine local impacts. <br /> • Page 4 . 14-41 discusses Transportation Demand Management (TDM) <br /> assumes a high 5% TDM trip reduction. There would have to be <br /> higher land uses for this reduction. The EIR hopes for a 10 <br /> to 15 percent trip reduction. There is no documentation that <br /> PC MINUTES -7- JAN 16, 1992 <br />
