s <br /> Hazardous Waste Facility Permit <br /> Naval Communication Station Stockton <br /> a. Within 90 days after receiving the final <br /> volume of hazardous wastes or 90 days after <br /> approval of the closure plan, if that is <br /> later, the owner or operator shall remove all <br /> hazardous waste from the site in accordance <br /> with the approved closure plan. <br /> b. The owner or operator shall complete closure <br /> activities in accordance with the approved <br /> closure plan within 180 days after receiving <br /> the final volume of waste or 180 days after <br /> approval of the closure plan, if that is <br /> later. <br /> 3 . Disposal or Decontamination of Equipment <br /> a. When closure is completed, all facility <br /> equipment and structures shall have been <br /> properly disposed of or decontaminated by <br /> removing all hazardous waste and residues. <br /> b. At closure, all hazardous waste and hazardous <br /> waste residues shall ,be removed from <br /> discharge control equipment and discharge <br /> confinement structures in accordance with the <br /> approved closure plan. <br /> 4 . Certification of Closure <br /> When closure is completed, the owner or operator <br /> shall submit to the Department certification both <br /> by the owner or operator and by an independent <br /> qualified engineer registered in California, that <br /> the facility has been closed in accordance with <br /> the specifications in the approved closure plan. <br /> IV. COMPLIANCE SCHEDULE <br /> A. Reports of compliance or noncompliance with interim or <br /> final requirements contained in any compliance schedule <br /> established or approved by the Department, shall be <br /> submitted to the Department no later than 14 days <br /> following each scheduled date. <br /> B.
