1.4. Jurisdiction. Section 25187 of the Health and Safety <br /> Code (HSC) authorizes the Department to issue an Order when the <br /> Department determines that any person has violated, is violating, <br /> or threatens to violate specified provisions of the Health and <br /> Safety Code or any permit, rule, regulation, standard, or <br /> requirement issued or adopted pursuant thereto. <br /> DETERMINATION OF VIOLATIONS <br /> 2 . 1 The Respondent violated Title 22 , California Code of <br /> Regulations (Cal. Code of Regs. ) , Section 66508 (a) (4) and <br /> Sections 67121(a) (c) in that on or about December 20, 1989 , <br /> Respondent was not equipped with the following emergency <br /> equipment at the hazardous waste storage Building 707 . <br /> a. There were no internal communications or alarm <br /> system capable of providing immediate emergency <br /> response (voice or signal) to facility personnel. <br /> b. There was no safety eyewash or safety shower for <br /> personnel decontamination. <br /> 2.2 The Respondent violated Title 22 , Cal. Code of Regs. , <br /> Sections 66508 (b) and 67105 (4) (1) (2) in that on or about <br /> December 20, 1989, Respondent did not have the proper <br /> 2 <br />
