C. The owner or operator shall submit to the <br /> Department for approval within 60 days , any <br /> proposed amendments made to the closure plan. <br /> d. The owner or operator shall notify the Department <br /> at least 180 days before the date he expects to <br /> begin closure. <br /> 2. Time Allowed for Closure <br /> a. Within 90 days after receiving the final volume of <br /> hazardous wastes or 90 days after approval of the <br /> closure plan, if that is later, the owner or <br /> o,perator shall remove all hazardous waste from the <br /> site in accordance with the approved closure plan. <br /> b. The owner or operator shall complete closure <br /> activities in accordance with the approved closure <br /> plan within 180 days after receiving the final <br /> volume of waste or 180 days after approval of the <br /> closure plan, if that is later. <br /> 3. Disposal or Decontamination of Equipment <br /> a. When closure is completed, all facility equipment <br /> and structures shall have been properly disposed of <br /> or decontaminated by removing all hazardous waste <br /> and residues. <br /> b. At closure, all hazardous waste and hazardous waste <br /> residues shall be removed from discharge control <br /> equipment and discharge confinement structures in <br /> accordance with the approved closure plan. <br /> 4. Certification of Closure <br /> When closure is completed, the owner or operator shall <br /> submit to the Department certification both by the owner <br /> or operator and by an independent qualified engineer <br /> registered in California, that the facility has been <br /> closed in accordance with the specifications in the <br /> approved closure plan. <br /> P. Waste Minimization <br /> In addition to the requirements in II.J (HSC Article 11.9) , the <br /> owner or operator shall comply with the following conditions: <br /> 1. The owner or operator shall use the EPA Waste <br /> Minimization Opportunity Assessment Manual , (EPA <br /> 625/7-88/003 ) until such time as the Department <br /> formulates new state regulations and guidance. <br /> -21- <br />
