2. The owner or operator shall use the 1987 four digit SIC <br /> code where the SIC code is requested in the statute. <br /> 3. Professional certification of the plan and plan summary <br /> shall be by a professional engineer or an environmental <br /> assessor as specified in H&S Code Section 25244.19(e) . <br /> 4. Permittee certification shall be by a ranking official at <br /> Naval Communication Station Stockton. <br /> 5. The owner or operator shall determine which waste streams <br /> contain incinerable wastes as defined by the Capacity <br /> Assurance Plan and shall determine the quantity generated <br /> during the baseline year of 1987. <br /> 6. The owner or operator shall implement a waste reduction <br /> program which will reduce the quantity of incinerable <br /> waste generated by 50 percent by December 31, 1992. The <br /> reduction shall cause no appreciable increase in <br /> concentration and no net increase of incinerable waste <br /> from other facilities or to other media. <br /> IV. COMPLIANCE SCHEDULE <br /> A. Reports of compliance or noncompliance with interim or final <br /> requirements contained in any compliance schedule established <br /> or approved by the Department, shall be submitted to the <br /> Department no later than 14 days following each scheduled date. <br /> B. The following compliance time schedule items must be met: <br /> 1. Within one year of the issuance of the permit, the owner <br /> or operator shall reapply epoxy to the concrete base and <br /> berms of Building 804A. <br /> 2. The effective date of the order is April 17 , 1990 . <br /> Within 75 days of the effective date of this order, the <br /> owner or operator shall submit to the Department <br /> certification and photographs of the installation of an <br /> internal communications or alarm system capable of <br /> providing immediate emergency response (voice or signal) <br /> to facility personnel at the hazardous waste storage <br /> Building 707. <br /> 3. Within 75 days of the effective date of this order, the <br /> owner or operator shall submit to the Department <br /> certification and photographs of the installation of a <br /> safety eyewash or safety shower for personnel <br /> decontamination at the hazardous waste storage <br /> Building 707. <br /> 4. Within 15 days of the effective date of this order, the <br /> owner or operator shall amend and submit to the <br /> Department training documents and job titles for each <br /> -22- <br />
