t - <br /> V-CORRECTIVE ACTION FOR RELEASES OF HAZARDOUS WASTES <br /> A. CORRECTIVE ACTION FOR CONTINUING RELEASES <br /> 1. Section 3004(u) of RCRA (Section 206 of the Hazardous and Solid <br /> Waste Amendments of 1984) and regulations promulgated as 40 CFR <br /> 264.101, require corrective action for all releases of hazardous <br /> wastes or constituents from any Solid Waste Management Unit <br /> (SWMU) , regardless of when waste was placed in the unit, for all <br /> permits issued after November 8, 1984. <br /> 2. The RCRA Facility Assessment is based on the following documents: <br /> (1) Project Plan Polychlorinated Biphenyls (PCB) spill cleanup <br /> Building 810 , Department of the Navy Western Division, <br /> July 24, 1989, (2) Initial Investigation of the Former Landfill <br /> and Burning Area, Naval Energy and Environmental Support <br /> Activity, NEESA 17-001, August 1984, (3) Site 5 Investigation of <br /> Soil and Groundwater Contamination, Volume I Department of the <br /> Navy Western Division, August 1989, (4) Final Report Submittal <br /> of Verification Study, Kleinfelder, February 26, 1988. <br /> 3. If the Director finds that further actions beyond those provided <br /> in this permit are warranted, the Director will propose a permit <br /> modification for cause under 40 CFR 270.41. <br /> 4. Corrective action for releases from SWMUs at Naval Communication <br /> Station Stockton will be addressed by the Department of Health <br /> Services, Region One--Site Mitigation Unit. <br /> B. ASSESSMENT OF NEWLY IDENTIFIED SOLID WASTE MANAGEMENT UNITS <br /> The Permittee shall notify the Director of any newly identified SWMUs <br /> at Naval Communication Station Stockton discovered during the course <br /> of groundwater monitoring, field investigations, environmental audits <br /> or other means no later than fifteen (15) calendar days after <br /> discovery. <br /> TSCP-3.ARU <br /> V.1 <br />
