Transfer all waste into containers in good condition by lune 3, 2016, <br />Violation 402, CCR 66265.172. Failed to store hazardous waste in a compatible container. <br />Facility had one 55 -gallon drum labeled PEG011 with a bulging lid indicating some type of reaction was <br />occurring inside the drum. <br />The owner or operator shall use a container made of or lined with materials which will not react with, and are <br />otherwise compatible with, the hazardous waste to be transferred or stored, so that the ability of the <br />container to contain the waste is not impaired. <br />Transfer all waste into compatible containers by June 3, 2016, <br />Violation 403, CCR 66265.173. Failed to keep hazardous waste containers closed except when adding <br />or removing hazardous waste. This is a repeat violation. <br />Facility had the following containers without closed lids: <br />Lab <br />• Pile of white powdery substance (approximately 1 cup) on a chemical shelf next to 1 -gallon container <br />labeled Amorriatic Acid <br />• One (1) open cardboard box on the floor leaking an unknown substance <br />Yard <br />• One 5 -gallon waste oil container with no lid <br />• Four 55 -gallon metal drums with no lids <br />• Twenty 5 -gallon buckets storing oily liquid with no lids <br />East Yard <br />• Eight 55 -gallon drums covered with plastic with no lid <br />(a) A container holding hazardous waste shall always be closed during transfer and storage, except when it is <br />necessary to add or remove waste. <br />(b) A container holding hazardous waste shall not be opened, handled, transferred or stored in a manner <br />which may rupture the container or cause it to leak. Re -use of containers for transportation shall comply with <br />the requirements of the U.S. Department of Transportation regulations, including those set forth in 49 CFR <br />section 173.28. <br />Immediately, close all containers of hazardous waste. <br />Violation 404, CCR 66265.174. Failed to inspect hazardous waste storage areas at least weekly. <br />Facility employees did not inspect any hazardous waste storage areas weekly for corrosion or deterioration. <br />The owner or operator shall inspect areas used for container storage or transfer, at least weekly, looking for <br />leaking containers and for deterioration of containers and the containment system caused by corrosion or <br />other factors. <br />Immediate/y, begin inspecting all hazardous waste storage areas at least week/y. <br />Violation 407, CCR 66261.7(f). Contaminated container not marked with date emptied or managed <br />within one year of being emptied. This is a repeat violation. <br />
