Violation 401, CCR 66265.171. Failed to store hazardous waste in a container that is in good <br />condition. <br />Drums, containers, and tanks throughout showed evidence of corrosion or incompatibility in the following <br />areas: <br />Lab <br />• Two (2) 1 -gallon leaking containers labeled "Foam -O -Gel -Foamy Oven Cleaner" <br />• Pile of white powdery substance (approximately 1 cup) on a chemical shelf next to 1 -gallon container <br />labeled Amorriatic Acid <br />• One (1) cardboard box on the floor leaking an unknown substance <br />• Apparent chemical staining in the lab sink with a hose laying inside it <br />East Yard -along western fence <br />• Twenty two (22) unlabeled or illegible blue 55 -gallon metal drums <br />• Eleven (11) unlabeled or illegible blue 55 -gallon poly drums <br />• Three (3) grey unlabeled or illegible 55 -gallon metal drums <br />• Three (3) green unlabeled or illegible 55 -gallon metal drums <br />• Two (2) black unlabeled or illegible 55 -gallon metal drums <br />• Two (2) beige unlabeled or illegible 55 -gallon fiber drums <br />• One (1) green and white striped unlabeled or illegible 55 -gallon metal drum <br />East Yard -along eastern fence <br />• Sixty eight (68) black 55 -gallon metal drums <br />• Twenty five (25) blue 55 -gallon poly drums <br />• Thirty six (36) blue 55 -gallon metal drums <br />• Five (5) black 55 -gallon poly drums <br />• Nineteen (19) grey 55 -gallon metal drums <br />• Four (4) white 55 -gallon metal drums <br />• Three (3) rusty 55 -gallon metal drums <br />• One (1) grey with blue 55 -gallon metal drum <br />• One (1) green top 55 -gallon metal drum <br />• Three grey with greenish 55 -gallon metal drums <br />• One (1) big grey >55 -gallon metal drum <br />• Six (6) green 55 -gallon metal drums <br />• Two (2) white 55 -gallon poly drums <br />• Three storage cases full of unlabeled lab chemicals <br />• Six (6) 55 -gallon drums of hazardous waste removed on October 10 & 11, 2015, by PARC <br />Environmental, hired by the Department of Toxic Substance Control (DISC), as an emergency <br />measure due to the risk and proximity to the elementary school directly across the street and <br />downwind. <br />If a container holding hazardous waste is not in good condition (e.g., severe rusting, apparent structural <br />defects), or if it begins to leak, the owner or operator shall transfer the hazardous waste from this container <br />to a container that is in good condition, or manage the waste in some other way that complies with the <br />requirements of this chapter. <br />
