Channel, Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />804, 806, 808, 809. Unable to determine the length of storage of one Universal Waste fluorescent lamp <br />(photo #13), and electronic waste at the repair room and product storage room northwest of the stairwell. <br />The lamp and electronic wastes were not stored in closed containers nor labeled. Universal Wastes, <br />including aerosol cans, lamps, alkaline batteries, mercury containing switches, CRT, electronic devices, <br />etc. shall be stored in a closed container that prevents breakage and release to the environment, and <br />the waste containers shall be marked to identify the type of Universal Waste and demonstrated the initial <br />date of accumulation. Universal waste shall be managed within one year of storage, and a copy of the <br />disposal receipt for the waste be retained on site for at least 3 years. Immediately dispose of the above <br />Universal Waste lamps and electronic waste in accordance to Title 23, and submit a copy of the disposal <br />receipt to EHD by 10/06/2013. A pamphlet for the Small Hazardous Waste Disposal Facility, a potential <br />disposal location resource for you, has been attached with this report. <br />812. Disposal records of universal wastes were not kept on site. Facility shall retain a copy of each <br />disposal record of universal waste including but not limited to lamps, alkaline batteries, mercury <br />containing switches, CRT, and electronic devices, for at least 3 years available for inspection. <br />Immediately locate and submit a copy of all Universal Waste disposal records for the last three years to <br />EHD by 10/09/2013, and begin maintaining all such records on site in the future per this section. <br />999. HSC 25404 (e)(4). Electronic submittal requirement on the California Environmental Reporting <br />System (CERS) has not been met. Facility shall submit electronic information for hazardous materials <br />management system, including hazardous waste, on the CERS website, which can be found on http:// <br />cers.calepa.ca.gov/. Immediately comply with the CERS electronic submittal requirement per this <br />section. <br />NOTES (following are not violations) <br />Facility manufactures car care products which employs and stores hazardous materials and hazardous <br />wastes at locations on 1000 E. Channel and 1015 E. Channel directly across the street. The amount of <br />hazardous waste generated in 2012 could not be determined during this inspection. <br />A checklist (only) of the violations was provided to the generator at the conclusion of the inspection on <br />8/30/2013, whereas this is the official inspection report including explanation of all the violations and <br />compliance requirement.
