10
only paperwork submitted'wasTSr 1-55 gallon drum of oily solid wast
Violation #60 [CCR 66262.40(a)], Violation #61 [CCR 66262.42(a)], Violation #62 [CCR 66262.42(b)], Failed to keep
signed copies of hazardous waste manifests for 3 years, failed to determine the status of the hazardous waste when
no manifest was received, and failed to file an exception report for the missing manifests for:
• Manifest #002963551 JJK
• Manifest #23595176
Your responses for all missing records stated that manifests will be required from now on. The response failed to
provide copies of the missing manifests with signatures from the Treatment, Storage, Disposal Facility (TSDF) to show
that all hazardous waste made it to the proper TSDF as required by law.
If the manifests with TSDF signatures are unable to be located then an exception report explaining the steps taken to
determine the status of the missing hazardous waste must be provided to the Department of Toxic Substances
Control with a copy submitted to this office.
Violation #64 (CCR 66266.81) Failed to retain copies of bills of lading for lead acid batteries. Copies of bills of lading
were provided for 5 battery cores since the inspection but none of the missing bills of lading for the 3 years prior to
the inspection were provided as required.
Violation #85 CCR 66273.39 Failed to keep records of shipments of universal waste. No copies of any records were
provided for the missing bills of lading or receipts for any universal waste disposed of.
In summary, it looks like we still need -
Copies of TSDF-signed manifests for:
• The 55 gallon drum with the orangish liquid and the ZEP container
• Catch pan full of oily liquid
• The ground saturated with oily liquid in the hazardous waste storage area
Brake fines
• 30 gallon drum of absorbent
• Manifest #002963551 JJK
• Manifest #23595176
• Any universal waste receipts
• Bills of lading for lead acid batteries for the past 3 years
Photos showing properly labeled drums, oily ground was cleaned up, and lids are on all containers including any
brake fines
I hope this helps you understand what is needed by our department before this site is considered to be in compliance
with California hazardous waste laws/regulations.
Sincerely,
Kasey Foley
Kasey Foley, REHS
Program Coordinator
San Joaquin County Environmental Health Department
600 East Main Street
Stockton, CA 95202-3029
(209)468-3451
kfoley@sjcehd.com
