SPCC PLAN Stockton Center 21 <br /> 1.1 PLAN OBJECTIVES <br /> This Spill Prevention Control and Countermeasure Plan has been prepared to provide an <br /> understanding of the potential for spillage of oil, hazardous substances, or hazardous <br /> waste at The Martin-Brower Company, and to provide information adequate for facility <br /> response in the event of a spill or release emergency. This plan shall be reviewed, <br /> updated, and revised as necessary (whenever there is a change of facility design, <br /> construction, operation, or maintenance, which materially affects the potential for the <br /> discharge of oil into or upon navigable waters). Plan amendments shall be completed and <br /> implemented within six months of the facility change. <br /> This plan shall otherwise be reviewed and evaluated every five years in accordance with <br /> the SPCC Plan Review Form. The plan will be amended to include more effective and <br /> proven prevention and control technologies if these technologies significantly reduce the <br /> likelihood of discharge of oil from the facility. Amendments to the SPCC Plan shall be <br /> completed within six months of review. <br /> A registered professional engineer has certified that the SPCC Plan has been prepared in <br /> accordance with good engineering practices. A copy of this plan will be maintained at the <br /> facility. <br /> The facility has also made a determination that it is not subject to the Facility Response <br /> Plan (FRP) rule (40 CFR 112.20). The FRP rule applies to those facilities that could <br /> reasonably be expected to "cause substantial harm to the environment by discharging oil <br /> into or on the navigable waters or adjoining shorelines." A substantial harm criteria <br /> certification for this facility is included in Exhibit A. <br /> 1.2 SITE DESCRIPTION (112.7(a)(3)) <br /> This site is located at 4704 Fite Court, Stockton in San Joaquin County, California. <br /> -2- <br />
