SPCC PLAN Stockton Center 21
2. The general safety and health procedures
3. Preventative measures that could be taken to avoid spills
4. Response procedures to be followed in the event of a release
Written documentation is kept for all employees trained in spill response procedures (refer
to Exhibit D for a copy of the required training documentation).
All shop employees are trained to handle minor accidents or spills. The level of training is
an in-house training program designed to assist employees with spill response skills and
procedures and a basic knowledge of the use of on- site emergency response equipment.
The Fleet Supervisor is responsible for training shop personnel in the facility leak and spill
control procedures which includes the clean up or containment of spills or releases, spill
notification procedures, and describes follow-up reporting and documentation required
after an, occurrence at the facility. The Fleet Supervisor also trains employees in the use
of spill response equipment and informs them of their locations at the facility. Site
evacuation procedures are also be reviewed during training.
The above information will be routinely presented to employees in an annual Spill
Prevention Briefing. The briefings will also address known spill events or failures,
malfunctioning equipment, and recently developed precautionary measures.
12.0 HAZARD COMMUNICATION PROGRAM
The facility also has an OSHA compliant Hazard Communication Program which it
presented annually by the Fleet Supervisor. This program was established to provide
employees with the Right-To-Know (RTK) Hazard Communications training in compliance
with 29 CFR 1910.1200. This program also helps employees understand the nature of the
chemical products used within the facility, where to gain access to all Material Safety Data
Sheets (MSDS) in the event of an emergency, and the potential health or environmental
hazards associated with the use of shop chemicals within the facility.
-18-
